In 1782, the "Charter of the Deanery or Policeman" was approved, which regulated the conduct of police service in the cities of the Russian Empire. In accordance with this charter, the territories of the cities were divided into administrative and police units, each of which was responsible for 200-700 households. The units included quarters responsible for 50-100 households. A quarter overseer was responsible for maintaining order on the territory of the quarter. As a rule, the deanery office appointed a quarter overseer from among the senior overseer lieutenants. The quarterly overseer was expected to be exemplary, friendly to people, disinterested, and diligent in duty. In addition, the quarterly overseer had to live in the area for which he was responsible, or at least close to this quarter. The responsibilities of the quarterly overseer included overseeing the observance of laws by the residents of the quarter, registering and registering all residents of the quarter, observing the veneration of the young elders, and the servants - the masters, resolving domestic quarrels and conflicts.


On December 25, 1862, the new "Provisional Regulations on the Organization of the Police in the Cities and Districts of the Province" were adopted, in accordance with which changes were made in the activities and structure of the police of the Russian Empire. In large cities, separate sections were created, subordinate to district bailiffs. Each section usually consisted of two or three neighborhoods. Each neighborhood covered 3-4 thousand inhabitants. The district overseers were now responsible for order on the territory of the okolotki. The tasks of the district guards included patrolling in the district, combating violations of order and silence, preventing murders, robberies, thefts, robberies and other crimes, getting to know all the inhabitants of the district, their way of life and moods, registration control, delivery of summons, participation in property inventories and so on. Subordinate to the district overseer were the policemen who served in the territory of the district, and the janitors, who in the Russian Empire, as you know, were considered police assistants and performed some police functions.

The position of the district overseer corresponded to the lowest 14th grade of the Table of Ranks. On March 11, 1917, after the February Revolution, the post of a police officer in post-revolutionary Russia was abolished. The revolutionary authorities generally gave little thought to the fact that the police of the Russian Empire performed the most important functions for any society to combat crime and delinquency, protect public order, and calm citizens. The abolition of the old police force inevitably affected law and order and public safety in the immediate aftermath of the February Revolution. The militia of the Provisional Government recruited from students and yesterday's high school students did not represent a serious force capable of overcoming crime. The situation changed somewhat after the October Revolution, as the Bolsheviks sought to recruit the militia from workers, among whom there were still older, stronger people, many with experience in military service and war. In the Soviet militia, the positions of senior militiamen and volost militiamen were introduced, who were responsible for ensuring law and order in certain territories.

However, streamlining the activities of law enforcement agencies in young Soviet Russia was complicated by the Civil War and the lack of financial and organizational resources to improve the activities of the Soviet militia. However, by the early 1920s. many steps have already been taken in the direction of increasing the efficiency of police work. In 1922, the professional press also raised the issue of the need to return to the police post, similar to the pre-revolutionary paramedic overseer. In the end, the leadership of the People's Commissariat of Internal Affairs of the RSFSR agreed with the arguments of the supporters of the introduction of this post. At this time, the NKVD of the RSFSR was headed by Felix Edmundovich Dzerzhinsky, who was appointed to the post of People's Commissar on July 6, 1923.

On November 17, 1923, the "Instruction to the District Overseer" was approved. It defined the duties of a district supervisor and gave a description of this position. According to the Instruction, the district supervisor was responsible for maintaining public order and security and overseeing citizens in a certain area of ​​the city or urban-type settlement. Like the pre-revolutionary quarter and district overseers, the district overseers of the NKVD of the RSFSR had to live in the territory of the settlements of their district and could not leave their district without the appropriate permission of the district chief. Three days later, an order was issued, according to which the district warden was given the right to control the performance of the duty by the police on duty in the area entrusted to him. In 1930, the district police officers of the city police and the rural police officers who worked in the precincts were renamed as district police inspectors. This name remained until 1939, when the district police inspectors were renamed to district police officers. Only in 1970 the former name was returned - "the district police inspector". In 1974, local police inspectors were subordinated to the prevention service and were included in the criminal investigation department - as officers responsible for the prevention of criminal offenses. However, in 1986, the district police inspectors were again returned to the public order protection service. New changes in the organizational and staff structure of the Ministry of Internal Affairs followed after the collapse of the Soviet Union, during the formation of the sovereign Russian statehood. Thus, in 1993, the Decree of the President of the Russian Federation "On the public security police (local police) in the Russian Federation" was adopted. In accordance with this decree, there was one district police inspector for 3-3.5 thousand people in the city or for one village or settlement Council of People's Deputies. In 2000, in accordance with a new decree, the position of the district police inspector was renamed into the district police officer, and in 2011, after the renaming of the police to the police, into the district police officer.

District police officers are part of the departments (divisions, groups, departments) to ensure the activities of district police officers (OODUPP). The following positions are provided in the structure of the OODUUP: 1) assistant to the district police officer, 2) district police officer, 3) senior district police officer, 4) deputy head of the department for ensuring the activities of district police officers, 5) head of the department for ensuring the activities of district police officers. However, depending on the local specifics, the list of positions in specific departments and divisions may change, for example, not everywhere there are assistants to district police officers and deputy chiefs of OODUPP.

The constant staff turnover remains a huge problem. Very young guys come to the posts of district commissioners, who, after working for a year or two, are transferred to other divisions or even quit from the internal affairs bodies. Very often, precinct police officers are forced to engage in by no means a romantic fight with criminals, as shown in films about the police and the police, but absolutely routine activities related to responding to complaints from citizens, including those not related to the police. After all, often pensioners who are dissatisfied with the behavior or personalities of their neighbors, “Italian families”, in which quarrels and scandals have long become a kind of lifestyle, turn to district commissioners. All their complaints must be listened to, recorded, and talked to with people. On the other hand, the inevitability in the work of the district police officer is communication with the most deviant and asocial groups of the population. The only monument to the district police officer is erected in the city of Penza. The prototype of the immortalized policeman was the captain of the police G. Shelkov, who served as the city district police officer in 1950-1960.
